Study and make proposal for the number structure, including allocation of codes to services (descriptions needed), number length and evolution from national numbers to pan-European to global numbers; number allocation principles including procedures for applicants and the administrator, for resolving allocation conflicts, and procedures for recovering and allocation numbers.
